ACCESS is funded through the Interreg Aurora programme. It strengthens cooperation across Northern and Eastern Europe, together with Norway and EU, as regions adapt to rapid geopolitical change. The project supports local and regional authorities in developing resilient, sustainable and forward-looking borderlands through capacity-building, strategic dialogue and practical policy development.

Europe’s strength lies in acting together. The new concept European Strategic Sovereignty builds on and broadens the EU’s vision of strategic autonomy by embracing close co-operation with Norway, the United Kingdom, Iceland and other key like-minded partners, particularly in the High North. It reflects our modern understanding of sovereignty: not as something held by sole authority, but built together. NATO, the Joint Expeditionary Force and Nordic defence co-operation strengthen self-determination through shared values, mutual support and joint action. Strategic autonomy is about interdependence, it does not imply authority over voluntary cooperation. European Strategic Sovereignty means unity.
